As described in the text on p.94-295, other countries have very different perceptions of
the character of people on assistance. Due to the Temporary Assistance for Needy Families a
ct, at least 1.5 million people have left the welfare roles in the U.S. There is considerable
debate as to whether or not they are better off in low income, subsistence level job, with
